There is a moment in every emerging market where the infrastructure stops being a promise and starts being a contract. The Dominican Republic’s north coast just hit that moment.

On 8 July 2026, the Dominican government — through the Fideicomiso RD Vial and the Ministry of Public Works — awarded the design and construction contract for the Autopista del Ámbar, the Amber Highway, to Consorcio Autopista del Ámbar, S.R.L. The winning economic offer: RD$28.8 billion, roughly US$450 million.

For eighteen years, this road was a conversation. As of last month, it is a signed procurement.

What the highway actually does

The Amber Highway will run approximately 33 to 35 kilometres, linking Santiago’s Northern Ring Road (Circunvalación Norte) to the Puerto Plata–Sosúa corridor near Gran Parada and Montellano. It is engineered to a 100 km/h design standard, with a toll structure administered through the RD Vial trust.

Teodoro Tejada, former president of the Dominican College of Engineers, Architects and Surveyors (CODIA), has pointed out something that gets lost in the economic headlines: the existing route is not just slow, it carries a high rate of fatal accidents. The new corridor is a safety project as much as an economic one.

The 2012 precedent — and why we keep bringing it up

If you have spoken with anyone on our team in the past year, you have heard us reference the Autovía del Coral. In 2012, the east coast got a highway. Punta Cana went from a difficult drive to a straightforward one. What followed over the next decade was one of the strongest sustained runs in Caribbean real estate: land values multiplied, international brands arrived, and the buyers who purchased before the ribbon-cutting captured the appreciation that the buyers who waited paid for.

The pattern is not mysterious. Infrastructure compresses travel time. Compressed travel time expands the practical catchment area of a destination. An expanded catchment area brings tourism volume, second-home demand, employment, and institutional capital — in that order. Prices respond to the last three, not the announcement.

The north coast now has the same catalyst. Puerto Plata already has an international airport, a cruise terminal at Amber Cove and Taíno Bay, and a coastline that includes Sosúa, Cabarete, and Playa Encuentro. What it has lacked is a fast, safe road to the Cibao — the country’s second-largest economic region and the population base of Santiago. That gap is now under contract.

What this means for pricing — honestly

Let us be precise, because precision is what serious buyers want.

The highway is awarded, not built. Construction of a corridor of this scale typically runs several years from award to opening. Nobody should buy on the assumption of a 2027 ribbon-cutting.

But that is exactly the point. The window between award and opening is the window where pricing has not yet fully repriced. Once the road opens, the story is priced in. On the east coast, buyers who entered in 2011 and 2012 — while the Coral was under construction — did dramatically better than buyers who entered in 2016. Pre-construction is where the leverage sits.

Developer payment plans on the north coast still allow buyers to control an asset for a fraction of the purchase price during the build period, which is precisely the period the highway is being built.

The CONFOTUR layer

Most quality north coast projects are registered under CONFOTUR (Law 158-01), the Dominican Republic’s tourism development incentive law. For qualifying developments, this typically means:

  • Exemption from property transfer tax on the first purchase
  • Exemption from the annual IPI property tax for up to 15 years

On a US$250,000 purchase, that transfer tax exemption alone is a meaningful five-figure saving at closing — before you account for fifteen years of property tax relief.

Infrastructure appreciation plus a tax-advantaged structure is an unusual combination. It is currently available on the north coast.

Where we are looking

Our Puerto Plata office is tracking the corridor closely, with particular attention to:

  • Playa Encuentro / Cabarete — including The Wave Phase II, 60 units starting from US$200,000, CONFOTUR-registered, directly on one of the Caribbean’s best-known surf beaches
  • Sosúa — established rental market, strong condo inventory under US$250,000
  • Puerto Plata city and Costambar — the segment most directly exposed to the 30-minute Santiago commute
  • Cabarete villa market — inventory under US$450,000 with meaningful short-term rental history

The honest counterweight

We are a brokerage, so here is the part most brokerages skip.

Dominican infrastructure timelines slip. The Amber Highway was declared of public interest in 2021 and did not reach award until 2026. Delivery risk is real. Toll pricing is not yet public and will affect how the corridor is actually used. And a highway lifts a region unevenly — proximity to an interchange matters far more than proximity to the general idea of a highway.

Any investment case that ignores those points is a sales pitch, not an analysis. The right response is not to avoid the market; it is to buy the right micro-location, from a developer with a delivery record, on terms that protect you if the timeline moves.
